Last September, an engineer named Wei Lianfeng walked into an oral defence at the Harbin Institute of Technology in China. He had spent a decade working his way up from technician to technical expert on factory floors before returning to school. He did not bring a 100-page dissertation. He brought a working vacuum laser welding process and the equipment he built to run it, developed for use inside nuclear facilities. He passed. He is now one of the first people in China to receive a PhD in engineering without writing a traditional thesis.
He is not alone. At Southeast University in Nanjing, a civil engineer named Zheng Hehui defended his own doctorate the same way, presenting a set of reinforced steel, Lego-like interlocking blocks he had designed for assembling bridge pylons. Those blocks are not a diagram in an appendix. They are holding up the Changtai Yangtze River Bridge, a cable-stayed structure now carrying rail and road traffic across one of the world's most important waterways. Since the pilot began, at least eleven engineers in China have earned doctorates this way, in fields ranging from welding systems to firefighting equipment for large seaplanes.
Why China Is Doing This
Under a law passed in 2024, Chinese universities can now award engineering doctorates based on physical prototypes, new techniques, or completed project installations instead of theoretical dissertations. The policy is explicitly tied to national strategy. China wants engineers who can solve "bottleneck" problems, the specific technological choke points where the country still depends on foreign imports, in fields like semiconductors, electronics, and advanced manufacturing. The Ministry of Education has run pilot programmes in eighteen critical fields since 2022.

That number is still small next to the more than 97,000 PhDs China produces every year. But the direction of travel matters more than the current scale. The country that trained a generation of engineers to write papers is now, deliberately, training a new generation to build things that hold up bridges and run inside nuclear reactors instead.
The Uncomfortable Question This Raises
For years, the value of a credential was assumed to come from the difficulty of earning it. A PhD meant years of theory, defended in front of a panel that judged your command of the literature. China's practical doctorate track quietly rejects that assumption. It argues that a welding system running safely inside a nuclear facility is proof of expertise no dissertation can fake, and that a paper can be plagiarised, ghostwritten, or padded with citations in a way that a functioning bridge pylon cannot.
